The best sourced RRJ population figures in the research come from the jail's FY2023 Annual Report, covering July 1, 2022 through June 30, 2023. RRJ reported a rated capacity of 1,836 and a June 30, 2023 population of 961. The report also listed 9,348 bookings, 9,301 releases, 275 full-time staff, 18 part-time staff, a $43,399,755 operating budget, and an average of 460 video arraignments per month for courts served by the jail.

Those are regional jail figures, not King George-only figures. The inspected official sources did not publish a King George-only average daily population or King George-only booking count. RRJ's monthly average daily count chart for FY2023 listed regional values from 908 to 981, with June 2023 shown as 981 on the monthly chart and 961 as the year-end population on June 30, 2023. The year-end count was about 52 percent of rated capacity, so the page should not describe RRJ as overcrowded unless a newer official source supports that claim.

Visiting Someone at Rappahannock Regional Jail

RRJ regular family and friend visits are video-based and scheduled online through Renovo/GTL visitation. The jail's visitation rules say regular visits are Monday through Friday only, scheduled 24 to 72 hours in advance, and limited to one 45-minute visit per inmate per week. Visitors must be signed up 15 minutes before the visit begins. New inmates are not eligible for regular visitation during the first 72 hours because classification and housing placement are underway, and RRJ says that process may take longer.

Visitors need valid photo ID and must follow the jail's conduct and dress rules. Children under 18 must be with a parent or legal guardian. Booking and Intake at Rappahannock Regional Jail

RRJ's Inmate Processing Division has three main areas: Intake, Inmate Records, and Property. Intake is responsible for booking and releasing all persons committed or transferred to the jail. For a King George arrest, the local custody path can include sheriff transport or transfer, intake receipt at RRJ, identifying information entry, LiveScan fingerprinting, qualifying DNA swabs, booking photo creation, charge and bond entry, legal-paper service, classification, housing placement, and property processing.

Inmate Records enters charges, bonds, court dates, and related information in the jail management system; sets up video arraignments; and arranges transportation to courts, other jails, and VADOC when needed. Property staff inventory and bag personal property, change jail clothing and linens, approve property releases when allowed, and release property at scheduled release. Intake also identifies suspected illegal aliens and forwards information to ICE for investigation and possible deportation, which is one reason federal or immigration-related questions may appear as local holds or detainers while the person is physically at RRJ.


King George Details and RRJ Programs

King George County has a direct governance role at RRJ even though the jail is in Stafford. The RRJ Authority Board page lists Sheriff Chris Giles of King George County as Vice-Chairman, with a King George address at 9483 Kings Highway, Suite 5. It also lists County Administrator Matthew Smolnik and Board of Supervisors member Ken Stroud for King George. Public comment at authority meetings is limited to three minutes per speaker, each person may speak once, the total public comment period is limited to 30 minutes, and comments must relate to jail services or policies.

The jail's program and conditions material is more specific than a typical county jail overview. RRJ provides an automated law library, and the FY2023 Annual Report says tablet access to legal materials expanded in 2020. GTL tablet programming includes wellness material and a wide range of religious texts. Medical care is available for routine and emergency needs through a contracted medical group, dental services are contracted, and pregnant inmates receive prenatal care through Mary Washington Obstetrics and Gynecology. Mental-health and substance-use services are contracted through Rappahannock Area Community Services Board, with services including group therapy, individual therapy, discharge planning, substance-abuse evaluations, medication-assisted treatment support, crisis response, and telepsychiatry.

Community Corrections includes work release, electronic monitoring, inmate worker projects, and pretrial services. Work release began in October 2000 for eligible nonviolent offenders, and participants pay $15 per day for each day they leave for employment. Electronic monitoring applies to eligible nonviolent, low-risk offenders serving sentences at home and carries a $20-per-day supervision fee. RRJ's inmate-worker agreements include Stafford, Spotsylvania, King George, Fredericksburg, Stafford Parks and Recreation, and the Stafford Sheriff's Office for trash details and community projects.
